ICAP changes people’s lives, embodies the spirit of hope, improves communities and makes America a better place to live.
ICAP, a not-for-profit agency, was established in 1965 under the Economic Opportunity Act. President Johnson’s “Great Society” program included a War on Poverty, and community action agencies were created to empower the poor by helping this group regain a voice in our democratic system.
We care about the entire community, and we are dedicated to helping people help themselves and each other. As a Community Action Agency, ICAP will design, sponsor, and administer programs that provide help for today and hope for tomorrow.

Interlocal Community Action Program designs, sponsors, and administers a variety of programs that provide help for today and hope for tomorrow. We also provide resources to the community so that they have access to the information they need in order to be successful.
