ICAP changes people’s lives, embodies the spirit of hope, improves communities and makes America a better place to live.

ICAP, a not-for-profit agency, was established in 1965 under the Economic Opportunity Act. President Johnson’s “Great Society” program included a War on Poverty, and community action agencies were created to empower the poor by helping this group regain a voice in our democratic system.

We care about the entire community, and we are dedicated to helping people help themselves and each other.  As a Community Action Agency, ICAP will design, sponsor, and administer programs that provide help for today and hope for tomorrow.
